From Strength to Strength
In March 2007 we launched the network at an event called Rumble in the
Jungle. We showcased the fantastic contribution of the community,
voluntary and faith sector. Parents, children and young people all got
involved and picked our network mascot – the funky lizard.
Since then it has been all go! Read the document below for more
information.

Every Child Matters – what’s it all about?
In 2003, the Government published a green paper called
Every Child Matters. This was published alongside the formal response
to the report into the death of Victoria Climbié, the young girl who
was horrifically abused and tortured, and eventually killed by her
great aunt and the man with whom they lived. The green paper built on
existing plans to strengthen preventative services by focusing on four
key themes:
-
Increasing the focus on supporting families and
carers - the most critical influence on children's lives
-
Ensuring necessary intervention takes place before
children reach crisis point and protecting children from falling
through the net
-
Addressing the underlying problems identified in
the report into the death of Victoria Climbié - weak accountability
and poor integration
-
Ensuring that the people working with children are
valued, rewarded and trained
The green paper prompted an unprecedented debate
about services for children, young people and families. There was a
wide consultation with people working in children's services, and with
parents, children and young people.
Following the consultation, the Government
published Every Child Matters: the Next Steps, and passed the Children
Act 2004. Every Child Matters identified the five outcomes that are
most important to children and young people:
The five outcomes are universal ambitions for every
child and young person, whatever their background or circumstances.
Improving outcomes for all children and young people underpins all of
the development and work within children's trusts.

The local picture
Tameside has a three year children and young people’s plan, which is
reviewed every year, in consultation with the community. As well as
the five outcomes, the priorities for 2007- 2008 are to:
-
Reduce the rates of teenage pregnancy

-
Continue to strengthen support for children and
young people’s mental and emotional wellbeing through a comprehensive
Children and Adolescent Mental Health Service
-
Continue to raise attainment at all stages of
learning with a strong focus on under-attaining groups and schools
-
Improve attendance and inclusion outcomes in
targeted schools
-
Increase the proportion of young people moving into
education, training and employment
-
Improve children and young people’s health
outcomes, including a reduction in obesity and substance misuse,
through the promotion of healthy lifestyles
In addition to the above priorities we will:
-
Continue to work hard to reduce the impact of
domestic abuse on children, improve the stability of placements for
looked after children and ensure that safeguarding issues are kept
high on the agenda
-
Develop integrated services for children with
disabilities
-
Develop a comprehensive and well publicised range
of support for parents
