policy & the tameside compact

T3SC works to facilitate representation of voluntary and community groups. We ensure their work is valued and that their needs are considered at every stage in the decision making process. T3SC is involved in a number of partnerships; more details of these will on the website soon.

The Tameside Compact group
The Tameside Compact Group was set up in 2002, following the successful launch of the local Compact in April 2002 and succeeding the Compact Working Group, which ceased to exist after the document was launched. Its function was to oversee the implementation of the Compact, and to further develop the Codes of Practice, as set out in the national documents. At a review meeting held in July 2004, the Group agreed to extend its remit, and to further review its membership accordingly. This implies a change in focus from concentration on process issues, to dealing with implementation and practice

Aims and objectives
The Compact Group aims to bring about an effective working relationship between the voluntary and community sectors (VCS) and other sectors to the benefit of Tameside communities. This will be achieved by:

  • Building the capacity of voluntary and community organisations (VCOs) and of the sector as a whole

  • Working together on strategic/policy issues related to the VCS

  • Working together towards the achievement of the Tameside Community Strategy

  • Promoting sharing of skills and knowledge, and joint learning opportunities

Membership
The Group recognises that it is important to identify and include a range of significant stakeholders within its membership; this is based on the principle that the number of members from each sector is less important than ensuring appropriate membership. Membership is drawn from key agencies and VCS networks:

Tameside Voice
VOLCON (Voluntary Organisations Chief Officers)
TMBC
PCT and other NHS Trusts
GM Police
GONW/NRU
As a matter of good practice, each sector should review its membership - to ensure that it remains appropriate – at least every two years

Accountability and Reporting
The Compact Group is a sub group of Tameside Strategic Partnership. It is accountable to TSP and to the sectors which are represented within its membership. An Annual Report and Action Plan will be produced in July of each year, and distributed to all stakeholders

Principles and Processes
The Compact Group will operate according to the principles contained within the Compact document

Chairing
There will be Co-Chairs of the Group: VCS Co-Chair will be the Director of T3SC Statutory Sector Co-Chair will be the Tameside Council lead member for the Compact.

Servicing and development support
The Compact Group will be serviced by its members on a rotating basis.

Review of Terms of Reference
The Terms of Reference will be reviewed every two years
